Program (APEP) was created by and for Indigenous employees in 2015 under Health Canada. Intended to strategically increase Indigenous representation within the First Nations and Inuit Health Branch, and was to include a framework of best practices to Indigenous recruitment, retention, advancement, and development within the organization. ParriagGroup was selected to undertake an evaluation to assess relevance, effectiveness and program management, extract good practices and lessons, and inform the future of APEP within Indigenous Services Canada (ISC).​​

Similarly to the Equality Fund, ISC had a team working with ParriagGroup to finalize the scope for the evaluation. We also delivered the plan with the assistance of ISC staff and trained and coordinated ISC staff in data collection.
