The REDI Review of the Citizenship Program assessed systemic barriers in the citizenship acquisition process with a focus on racialized and newcomer populations across Canada. Our team conducted focus groups and interviews with IRCC staff, settlement provider organizations, and racialized newcomers. We also undertook a comprehensive document review and quantitative data analysis using a custom Analytical Lens and the Racial Impact Assessment Tool (RIAT).
Recognizing the vulnerability of newcomer participants, we applied
trauma-informed protocols: matching facilitators across racial and ethnic lines, ensuring anonymity, and offering stipends in recognition of their contributions. Engagements were bilingual (English/French) and tailored for cultural safety.
The review produced findings on systemic barriers, opportunities for improved client service, and concrete recommendations for equity-focused reforms. Outcomes included enhanced understanding of how intersecting factors—such as race, gender, language, and immigration status—impact citizenship acquisition, and actionable steps for IRCC to reduce barriers for newcomers.
